A quick Google search turned up only one Canadian university that offers the programme you are interested in. As for student visa, work permit, Carleton university entrance requirements and fees, you will have to check the site below.
Another option for you might be an on-line school, like the University of Phoenix in Arizona, US of A.
SInce you already have a degree, why not apply for a wok visa already? Then you can study in your free time and not worry about stdent visas. Otherwise, if you have $20k already, you are all set. Go as a student and wrk parttime. Live on what you make and save your $20k for emergencies. Also, apply for unersity scholarships. If you get one, it cuts the costs you have to pay. 20k is a lot. Man, if I had had $20k when I was studying abroad, I would have been in heaven.
